@@PuffinTechYTye it's really crazy xD INTEL SPONSORED GAME but still Intel Cpu have stuttering and we have to fix it (temporarily) and INTEL GPU have low performance lul like how they manage this in INTEL SPONSORED GAME
Exact same issue I have have on my i5-13600KF, 32 GB DDR4 3600, RTX 4080, Windows 11 Pro 23H2 PC using maxed out 1440p settings with DLAA. I get 120 fps using the Unlimited in-game framerate and a cap of 120 set in RTSS. The game just stutters throughout the 9 hours I’ve played so far, most of the time it is small hitches but I have had a few 1 second hitches. Ruins the game really and is inexcusable. The stuttering seems to be worse when there are lots of NPCs on screen such as in the city and seems to lessen when you move into quieter areas and interiors but it is always there… unfortunately. What makes me laugh is that the issue is apparently caused by the E-cores on the Intel CPU but this game is sponsored by Intel as shown in one of the loading screens!!! Embarrassing!
If you are on an Intel CPU try disabling your E-cores. That appears to resolve the issues. Kind of embarrassing though since it's an Intel sponsored game!

Yep, really embarrassing on Intel’s part. Fortunately for them (I guess) is that the game is a bit of a flop so no one really cares lol
