I haven't done any research, but is this 'Catholic' organization who maintains the Tridentine Mass an affiliate of the Roman Church? Don't get me wrong, I love it...it brings back fond memories of my Catholic youth and acolyte duties.
The Institute of the Good Shepherd is a society of apostolic life attached to Rome, as it was created under Benedict XVI back in 2006.

Question : pourquoi l'évêque change-t-il de mître ?
The bishop changes the mitre for represent the two parts of the Holy Mass: the Mass of Catechumens, first part of the Mass (since the prayers behind the altar to Credo) and the Mass of the Faithful (Offertory to Final Blessing). The two mitres represent this parts. The normal represents the Mass of the Faithful and the golden mitre represents the Mass of the Catechumens.
