No idea why they didn't just make it a level-up move. Toxic, Rage, Mimic, Double Team, Bide, Rest, and Substitute can be learned by all Pokemon except Caterpie, Metapod, Weedle, Kakuna, Magikarp, and Ditto. Outside of that set, the most useful is Take Down, which 139 Pokemon can learn.

Only Drowzee, Hypno & Mew can use the Dream Eater TM; Drowzee & Hypno do not learn it by level, despite it being their trademark move.
