Joan Scott is known internationally for writings that theorize gender as an analytic category. She is a leading figure in the emerging field of critical history. Her ground-breaking work has challenged the foundations of conventional historical practice, including the nature of historical evidence and historical experience and the role of narrative in the writing of history, and has contributed to a transformation of the field of intellectual history. Scott's recent books focus on gender and democratic politics. Her works include The Politics of the Veil (2007), Gender and the Politics of History (1988), Only Paradoxes to Offer: French Feminists and the Rights of Man (1996), and Parité: Sexual Equality and the Crisis of French Universalism (2005). Scott graduated from Brandeis University in 1962 and received her PhD from the University of Wisconsin-Madison in 1969. Before joining the Institute for Advanced Study, Scott taught in the history departments of Brown University, the University of Illinois at Chicago, Northwestern University, the University of North Carolina, Chapel Hill, and Rutgers University.

Question: Where do you think Europe’s Muslim assimilation issue will stand in 2050?
Joan Wallach Scott: Well two things I can always plead, right? One, I’ll be dead by 2050, so it won’t matter to me and second, as a historian I always look back rather than forward, but those aren’t fair excuses for this. I think that unless the countries of Europe figure out an accommodation with these populations it’s going to be disastrous. It’s going to be increasingly... increasing numbers of riots, increasing divisions, not only along economic lines, but along religious and ethnic lines and it will be a disaster. I mean I think for me the most interesting thing I’ve seen and it is not a perfect document was the Bouchard/Taylor report that came out of Quebec. Do you know about this? It’s a report. Charles Taylor the philosopher and Gerard Bouchard, I can’t remember what he does, were asked to write a report about the accommodation of Muslims in Quebec and there it was a particularly hot issue because Quebec is secular, although there is a large Catholic population that wants to press very hard for control or political influence in certain ways and they came up with a report about what accommodation and where to draw the lines and what mattered and what didn’t matter and I thought it was the most sensible document I’d seen in a really long time because it requires adherence to the political principles of the nation and of the region-democratic ones, republican ones-at the same time that it is pluralist in its tolerance, in its… Tolerance is a wrong word because as one of my friend keep saying, “Tolerance means that you abide by something you don’t really like.” I think "recognition" is the better term. So you recognize that there are certain kinds of practices that need to be respected on the part of Muslim populations, praying five times a day for those who do, places where you can wash your feet and your hands before you pray. On the other hand you say "We draw the line here." If you’re at a hospital and the only doctor on is a male doctor and you’re a woman you take it-which in fact many of the interpreters of the Koran will tell is already there to be or of Hadiths that come out of the Koran is already understood to be a practice and so on. But so you know "Here are the lines. Here is what constitutes respect and recognition. Here is what constitutes the limit that can be placed on the kinds of demands that can be made of a more general public and of a more multicultural public. You can’t impose your will, your truth on all of us." So it seems to me that that’s the kind of accommodation. That is the kind of policy that has to be developed. Whether or not it will is another question.
There is also a group of feminists in France who are Muslim feminists who wear the hijab and French feminists, that is we would call them "white," but you know, French, French, Francais [...] they call native French. I mean all of these terms are loaded and...

Jim, the burka has no relevance in true Islam. The burka was worn by Arabs in the desert to protect their faces against sandstorms. It is men in Islam that have imposed the wearing of this and the headscarf on women. Hijaab in Arabic means covering or concealing. Hijaab is the name of something that is used to cover. Everything that comes between two things is hijaab.
Hijaab means everything that is used to cover something and prevent anyone from reaching it, such as curtains, door keepers and garments, etc.
Khimaar comes from the word khamr, the root meaning of which is to cover. For example, the Prophet (peace and blessings of Allaah be upon him) said: “Khammiru aaniyatakum (cover your vessels).” Everything that covers something else is called its khimaar.
But in common usage khimaar has come to be used as a name for the garment with which a woman covers her head; in some cases this does not go against the linguistic meaning of khimaar.
Some of the fuqahaa’ have defined it as that which covers the head, the temples and the neck.
The difference between the hijaab and the khimaar is that the hijaab is something which covers all of a woman’s body, whilst the khimaar in general is something with which a woman covers her head.
Niqaab is that with which a woman veils her face (tantaqib)…
The difference between hijaab and niqaab is that the hijaab is that which covers all the body, whilst niqaab is that which covers a woman’s face only.
The woman’s dress as prescribed in sharee’ah (“Islamic dress”) is that which covers her head, face and all of her body.
But the niqaab or burqa’ - which shows the eyes of the woman - has become widespread among women, and some of them do not wear it properly.Some scholars have forbidden wearing it on the grounds that it is not Islamic in origin, and because it is used improperly and people treat it as something insignificant, demonstrating negligent attitudes towards it and using new forms of niqaab which are not prescribed in Islam, widening the opening for the eyes so that the cheeks, nose and part of the forehead are also visible.
Therefore, if the woman’s niqaab or burqa’ does not show anything but the eyes, and the opening is only as big as the left eye, as was narrated from some of the salaf, then that is permissible, otherwise she should wear something which covers her face entirely.
Shaykh Muhammad al-Saalih al-‘Uthaymeen (may Allaah have mercy on him) said:
The hijaab prescribed in sharee’ah means that a woman should cover everything that it is haraam for her to show, i.e., she should cover that which it is obligatory for her to cover, first and foremost of which is the face, because it is the focus of temptation and desire.
A woman is obliged to cover her face in front of anyone who is not her mahram (blood relative to whom marriage is forbidden). From this we learn that the face is the most essential thing to be covered. There is evidence from the Book of Allaah and the Sunnah of His Prophet (peace and blessings of Allaah be upon him) and the views of the Sahaabah and the imams and scholars of Islam, which indicates that women are obliged to cover all of their bodies in front of those who are not their mahrams.
Fataawa al-Mar’ah al-Muslimah, 1/ 391, 392)
Shaykh Saalih al-Fawzaan (may Allaah preserve him) said:
The correct view as indicated by the evidence is that the woman’s face is ‘awrah which must be covered. It is the most tempting part of her body, because what people look at most is the face, so the face is the greatest ‘awrah of a woman. This is in addition to the shar’i evidence which states that it is obligatory to cover the face.
For example, Allaah says (interpretation of the meaning):
“And tell the believing women to lower their gaze (from looking at forbidden things), and protect their private parts (from illegal sexual acts) and not to show off their adornment except only that which is apparent (like both eyes for necessity to see the way, or outer palms of hands or one eye or dress like veil, gloves, headcover, apron), and to draw their veils all over Juyoobihinna (i.e. their bodies, faces, necks and bosoms)…”

Drawing the veil all over the juyoob implies covering the face.
When Ibn ‘Abbaas (may Allaah be pleased with him) was asked about the aayah (interpretation of the meaning):
“O Prophet! Tell your wives and your daughters and the women of the believers to draw their cloaks (veils) all over their bodies”
[al-Ahzaab 33:59] -
he covered his face, leaving only one eye showing. This indicates that what was meant by the aayah was covering the face. This was the interpretation of Ibn ‘Abbaas (may Allaah be pleased with him) of this aayah, as narrated from him by ‘Ubaydah al-Salmaani when he asked him about it.
In the Sunnah there are many ahaadeeth, such as: the Prophet (peace and blessings of Allaah be upon him) said: “The woman in ihraam is forbidden to veil her face (wear niqaab) or to wear the burqa’.” This indicates that when women were not in ihraam, women used to cover their faces.
This does not mean that if a woman takes off her niqaab or burqa’ in the state of ihraam that she should leave her face uncovered in the presence of non-mahram men. Rather she is obliged to cover it with something other than the niqaab or burqa’, on the evidence of the hadeeth of ‘Aa’ishah (may Allaah be pleased with her) who said: “We were with the Prophet (peace and blessings of Allaah be upon him) in ihraam, and when men passed by us, we would lower the khimaar on our heads over our faces, and when they moved on we would lift it again.”
Women in ihraam and otherwise are obliged to cover their faces in front of non-mahram men, because the face is the center of beauty and it is the place that men look at… and Allaah knows best.

He also said:
It is OK to cover the face with the niqaab or burqa’ which has two openings for the eyes only, because this was known at the time of the Prophet (peace and blessings of Allaah be upon him), and because of necessity. If nothing but the eyes show, this is fine, especially if this is customarily worn by women in her society.

Drives me crazy--why do we always resort to accommodation when dealing with Muslim people entering our borders? WE are the house they are a guest in and many of their most vocal leaders seemingly hope to take over the household. Of all the groups that come to our doorstep and ask for admittance, Muslims are the one group we suddenly have to speak in hushed tones with, change our plans for dinner (no pork), women's fashions (cover them up!), totally revise our work and school routines and schedules for prayer and so on to fit their schedules, and they are GUESTS in our nations. The worst part of it is they are the one group with a recent history of violence and bloodshed against western nations dating well back past 9/11, and seemingly because of that hint of violence that their extremists could bring (never mind the moderates, whose reactions to criticism of Islamic practices is violent as well, turning into demonstrations, protests etc. to cartoons and other commentary), their admittance is handled with kid gloves and we are expected to accommodate their needs, not demanding that they learn to live according to our way of life and our customs. READ THE KORAN--IT ENCOURAGES DOMINATION OF, NOT INTEGRATION INTO, "INFIDEL" SOCIETY (OUR OWN) , AND NON-BELIEVERS ARE EITHER PERSECUTED OR KILLED FOR THEIR VIOLATION OF THAT STATE LAW, SINCE SHARIAH LAW IS RELIGIOUS AND STATE LAW WOVEN INTO ONE FABRIC THAT DEMANDS CONFORMITY FROM ALL LIVING IN THAT STATE. Canada has a prime minister who has passed a law forbidding criticism of Islam (all vaguely under the title of hate speech, which could mean anything according to the interpreter), so Islam is the one group with the governmental protection it needs to creep into the rest of government and society. So often I read or hear about what is necessary for those who already live in the lands to which the immigrants come to accommodate them, yet I've not yet read or heard about what the immigrants need to do to respect and integrate themselves into the lands to which they come. It always seems that the receiving population is the one which is expected to change and adapt, but not so with the incoming populations. Give and take, mutual respect should be absolutely necessary for such an integration. However, it seems to me that those who arrive in new lands should be willing to adapt to their new surroundings much more so that those who are there should totally change their ways of life and values.
Actually, she IS trying to advocate for finding some common ground. She treats things like accomodating headscarves as the western compromise, while expecting the immigrants to support our basic secular democratic principles as the immigrants' compromise (no sharia, no right to a female doctor...). This makes sense - hold firm on the deep core principles of our societies, but don't sweat the small stuff. If someone wants to pray to Allah, no problem; if they don't want to allow their girls to go to school, too bad you have to accept that if you want to live here.
That is, she's trying to find a balance based on western values, and tolerating only those who are willing to integrate in the areas critical to society's functioning.
It's fair to disagree with that and present counterpoints, but it's not a disreputable or evil position. It comes from the noblest of western values. Some believe it's naive and some think it's possible. It's early to tell, but I fear the worst.
A number of years ago, a minority (numbers wise) of a particular Religion working in a hospital in the midle of Ireland requested that the statue of the Virgin Mary be removed from its display location in the hospital and some of our wonderful native 'yes' people actually did it. It wasn't long before the native Irish working in the hospital and for whom this was an important symbol had it put back. This is just an example of how minority groups can try to push their aims. Compromise is good.

@@zephsmith3499 All anyone needs to do is to look at the actual situation which has resulted from immigration by Muslims into primarily Christian countries, and most people will agree it is not successful. A large part of the world is inhabited by Muslim cultures, and Muslims can more easily integrate into countries which are already majority Muslim. It's not too early to tell, just listen to what they are saying! Muslims want Sharia law, and they should move to Muslim majority countries to have it. Christian majority countries have every right to defend their culture and laws.

The big problem for me is assimilation.
When the easten European countries joined the EU it was very quick, one generation and they were usually culturally indistinguishable. But that appears to only rarely be the case with immigration from middle-easten countries.
What we seem to see instead is a very strong tendancy to form enclaves and resist if not outright reject western values. And this is most evident in the sheer number of westen-born muslims who travelled to join Islamic State, an organisation which openly advertises their western value-opposing culture.
