I timed this so you don't have to. The stopwatch in this is going slower than a usual clock. 60 seconds in real-time were over at 54 seconds in this stopwatch, so at around 1:29 (video timer). When the stopwatch in the video reached 60 seconds, it was actually a minute and 8 seconds. Go out into the world and do with this knowledge as you please.
What probably happened was that the on set timer was actually correct, but the "timer" added in post was stretched to start a bit too early and end a bit too late. You can see the the on screen timer starts before Tim says the words "60 second soapbox" instead of starting when Tim actually starts his speech.
