I find it interesting that the problem here seems to be the opposite of what caused the fall of the Old Order. Instead of the Jedi being too rigid and too restrained to the will of the Council, it's the Jedi becoming too indulgent do to being without a concrete form of leadership and coordination. Really drives the point that Luke's not only bringing back the Old Order, but also rejuvenating it and bringing reform. Bringing back the better parts of the good old days but also bringing new ideas without overcorrecting.
that first thing never caused any problems for the old order. the actual thing that brought problems for the old order was... not being rigid enough. If they were more rigid, they wouldnt have accepted anakin in the first place. I know its a popular viewpoint nowadays. But theres really no way that the councils "rigidity" or dogmatism ever actually negatively impacted them.
This actually represents an issue I have with Legends, though it doesn't prevent me from enjoying it. Simply put, despite the best efforts of the MMP crew (before Filoni screwed that up for good), there was simply no really substantial way to truly bridge the Prequels and Post-Endor without specific circumstances allowing it. An example being a large number of Jedi like K'Kruhk and Qu Rahn being alive during the Fall of the Empire and yet never trying to reach out to the New Republic or Luke specifically. Realistically, if the oppressive regime keeping you in hiding is gone, replaced by a better one and there's a guy named Skywalker running around helping people with mystical powers, you would be tempted to find this things out. This is something the New Canon could've addressed. One specific conflict could've been a sort of Jedi conflict between say Luke's Order and one under A'Sharad Hett, who would have the clout to set up his own order, would have the ability to run it, has his own brand of Jedi philosophy different from Luke, and could potentially have an ax to grind with Skywalker. This would've been a fascinating conflict, one that could easily have net Disney millions in sales.

Even after the New Republic was declared, it took two years for the New Republic to make it to Coruscant, and an additional five years to get about evenly gunned with the Empire. Warlords and Dark side users were still rampant up to Shadow Hand six years after Endor and even then the Empire didn't rescind its kill or turn on sight order for Jedi all the way to the Bastion Accords. Even then offshoots still tried to target the Jedi. There's a number of reasons most Jedi survivors didn't reach out to Luke, with Rahn, he was tasked with keeping the Valley of the Jedi hidden, which was best achieved by keeping himself hidden, with K'kruhk he had the Padawans to look after and they'd survived by laying low, K'kruhk did eventually join Luke's New Jedi Order after the Empire had finally been defeated. Other Jedi simply didn't see Luke as an actual continuation of the old Jedi Order necessarily and therefore stayed apart due to differences in doctrine or even a feeling that it was time for the Old Jedi Order to pass the torch and for them not to get involved. Some others simply moved on with their lives and left their Jedi history behind them to live ordinary lives. Finally the New Republic wasn't entirely friendly to the Jedi, the Peace Brigade largely came FROM New Republic worlds, this is also something to consider for Jedi not reaching out or revealing themselves.
A common misconception is that Filoni was the driving force behind the TCW changes in continuity when it fact it was George Lucas. This makes me want to read the NJO series again nicely done on this one Corey. Luke's biggest flaw in the EU was his compassion and inaction when it came to things. That is why it was refreshing to see Kyp challenge him and call him out on it.
Interesting timing on this one. I am currently running a Star Wars RPG campaign for a group of relative new commers to the Legends timeline. The story takes place during 26 ABY and this division in the order is one of the primary driving forces behind one of the major antagonists of the story. When the group chose the era after I described a bit of what happens in each, I knew this was going to be one of the items I keyed in on. Thanks for shining the spotlight on it!

What is said about there being a standard and something to live up to that could have helped the last jedi and Y luke quit He lost some members of his family His wife his relatives on Han Solo side Lucas basically picking up the mess that the Empire and his father had left Behind sooner or later that kind of pressure gets to you and what he sees is that People calling on the jedi to solve every inconsistent little thing you had select few rising to the challenge in the call But because of that it breeds stagnation And complacency all over again they were willing to let others do the job that other people didn't want to do And to me that is why Luke quit
