It already exists, it's called impeachment, congress also has lesser means to punish offenders, but while is sounds like a good idea to let the courts take on the job it would turn into a total nightmare. Ultimately the real solution is supposed to be for the voters to throw bad actors out, this doesn't happen often

They would put in a bunch of houses and then all the darters , bass ,stone rollers and other fish would die and only green sunfish ,white suckers and carp would be able to survive it was a shame and it is still a shame how people will overlook these waterways for money and progress . But, with all the corruption, war, threat of nuclear war, failing economy, faultering currency, bankruptcies, increasing homelessness, millions of illegals ( likely hostile to America), increasing jobless, jobs not paying enough to keep up with increasing rise in utilities, food, medicine, housing (that is balancing on bubble about to burst), cars to expensive for many to buy etc, We are able to get fish legislation passed while congress ignores the real issues threatening the downfall of the country. And government wonders why The People have contempt for it.
