If you're thinking on NES only, so yes, he wouldn't be capable of handling all that stuff. But NES wasn't the only 8-bit platform at the time. I'm pretty sure the Sega Master System, the MSX or even the Commodore 64 could handle a game like this.

Couldn't help but notice you used a lot of assets from Metal Slug in this. The machine gun on the helicopter, the blood splatter when Neo gets shot, even some of the poses seem like they've been lifted straight out of the game. Solid work though, very charming.
You can draw them in paint and make it in there. But in a different more efficient way I wouldn't know. I made a video game using sprites made in paint on a tiny computer for a project.
