I grew up in Toronto Canada and we pronounce these contractions the exact same way. I' ve hard some people, however, pronouncing "we'll" the same way we pronounce "wool"...but I guess that's very regional.

No, the "l" and "r" sounds are opposites. Your tongue goes forward to make the "l" sound, and you pull your tongue back to make the "r" sound.
