I think groups count differently than regular TS, for example Baffled Botanist was a TS in January 2023 and returned in a group in March 2023. So it's possible, but in the case of Shattering specifically since there's no physical spirits I think you're right and they will not return as TS for now
I think Fire prophet most likely come alone instead of group visit. During last year November, CN server already got fire prophet as ts, and usually group visit have same ts on both global and cn server
