In case you run into this again, no it is not a right to drive a car. It is a privilege. It is a right to be able to travel, yes but the bare minimum is your right (walking.) However, even with rights come regulations that have to be followed. And privileges obviously have rules. Next time this happens bust the window open if they don't comply and arrest for failure to identify and possible resisting.

The underlights 10-11 is the reason a cop will give you a ticket or go further with jail. A cop would usually tell you to get the lights taken off and send you on your way, but for any reason of being pulled over and you start arguing with a officer, you’re going to get yourself into something bigger than it could have been.
