Small Boats Not Big Enough for Small Egos?
We've noticed the USN brass refuse to own & operate small missile boats so we can have enemy-overwhelming swarms--despite repeated calls for it in PROCEEDINGS magazine. Example:

In an age of precision-strike weapon proliferation, a big-ship navy equals a brittle fleet. What’s needed is a revamped force structure based on smaller surface combatants.
By Commander Phillip E. Pournelle, U.S. Navy
    July 2015 Proceedings Vol. 141/7/1,349
    WARNING:
There are significant operational and strategic implications with a small number of large-signature ships in a PSR-proliferated environment. The situation creates a brittle fleet, raises the stakes in a crisis, and increases the need to use force in a blockade operation. All of these decrease the options available to commanders and national command authority. On the other hand, a fleet that can be reinforced rapidly in a conflict can be a significant deterrent to an enemy looking for a rapid win.

It seems the USN culture is driven by Captain-of-the-Ship (COS) egotism and this means a ship that can cross oceans--which means it'll be too big to swarm numbers but too light (under 10, 000 tons) cheapskate to take any hits or have ship-killing firepower to give maximum Captain-of-the-Ship ego trips--hence the Little Crappy Ship (LCS) horror. A swarm of fast missile boats say 4--would need a 1 mothership to get them across oceans so it would create 5 x Captain ego slots--but you can see these ego mounts are not 100 enlisted men/women to order around. This is how we get a TIN CAN Navy content to be Vulnerable Platform Firepower eXchange (VPFX) warfare missile targets.

The US Navy doesn't have any legs to stand on with this matter; their Carriers and the aircraft that operate from them are too large, complex, and expensive to be a sustainable long-term solution. Larger numbers of smaller and cheaper Carriers and aircraft are needed.
Worse still, the Carrier problem is only the tip of the iceberg. The US Navy also purports to be serious about coastal interdiction, major fleet battles, and naval gunfire support, yet have neither Battleships nor plans to acquire any; they claim to be serious about large-scale fleet operations and independent surface actions, yet have neither Cruisers (the Ticonderoga class are Destroyers) nor plans to acquire any; they claim to be serious about performing sustained regional operations and littoral warfare, yet have neither Corvettes nor plans to operate any; they claim to be vital in escorting convoys and protecting trade routes, yet have neither Frigates nor plans to acquire any; they claim to be serious about long-term regional ASW activities in regional and littoral environments, yet have neither Diesel Submarines nor plans to acquire any; and they claim that defending US waters from enemy warships is one of their missions, yet have neither Missile Boats nor plans to acquire any.
This, from a military that has twice as much funding as all others in the world combined, 20 times as much funding as all rivals and adversaries combined, and which threw a convulsive tantrum over the "Fiscal Cliff" threats to give them a funding increase over the previous budget that's 10% less than the increase they had received the year prior. All they have to show for all that money is a broken fleet that's pitifully weak for the vast scale it operates on.
