Last year it was Kotoka, Meloco, and Petra from Nijisanji that did the Tempesta MV which had no special theme to the event. Now one year later, Numi does the Tempesta MV with the event based on the Capture of the Grand Mughal Fleet.
Given how Nijisanji's reputation went into the toilet since the last Tempesta event, I think going with Numi is a safe option.
