They remain in the game and in your collection, you just cannot use them in regular ranked anymore. If you make a deck using rotated cards, you can queue into classic mode with it. There's also a chance the cards get brought back later, in which case you can use them again. If you don't want the cards anymore, you can also remove any cards that were rotated from your collection in return for crate progress
