I think I get it. The power up animation lags the game, throwing the shells out of sync with the platforms and allowing them to hit the on/off switches.

same here. I was trying to figure out how it works. I would imagine it has something to do with the change being detected by the game.
I guess it uses the little stop everything makes when Mario touches a power up, allowing the spikes to hit the on/offs

How does the level mechanics works?

Look at the mechanic up there. You can see two spiny shells on winged platforms on tracks next to some on/off switches. And up the on/off switches, there is a canon hanging on some wall or enemy and a muncher on a cloud block and a spike trap here. As you grab the power up, those spiny shells will activate the on/off switch

1:22 Throw fireballs until Lemmy needs only 1 more fireball to die,then once he throws the ball,throw the fireball to KO Lemmy and enter the crack. If the developer did not fix this form of cheese by adding one-ways,this part would have been skipped entirely.
You can't hit Lemmy with the fireballs. The one-way walls are blocking them. You also wouldn't be able to enter the crack because of the one-way walls.
