This would be cool in la la land. In the real world there are terrible storms, huge waves, sandbars/reefs, currents that will pull you to where ever and lets not forget pirates! The sea can be merciless. Now if they just parked this behemoth in a nice shallow pool somewhere, then yes this would work kind of nicely I think.

The Arabs used to build civilized cities in the middle of the desert... They even created a great empire that reached the borders of Europe and China... Actually the creation time frame is not impossible. The one issue may be getting the resources, but it may not be a problem as they are not America. Lol. The reason for say American building infrastructures taking so long is due to the ridiculous red tape of rules and regulations. China builds more and better structures then America in a fraction of the time. I suggest you check there processes out.
Saudi Arabia is not a poor country and its people are less well off in the middle class. It has a tremendous economy and works to make its citizens more prosperous.
