In the prior scene at the Inn, Alexander is speaking to Augusta, then his gaze shifts to Charlotte when he says “I believe a woman has the right to choose…I beg you to consider if this is what you really want.” His words are for both Augusta and Charlotte, then he resumes speaking just to Augusta as his gaze switches back to her. I believe in this scene he is continuing his entreaty to Charlotte, this time by his nearness and how he is speaking to her with his eyes. I see him sharing his love, his longing, and his pleading her to not marry Ralph to please her parents and Ralph when he knows she loves him, and he has told her (on the cliff, finally!) that he loves her. He is asking her silently to share her life with him, but as he told her he will respect her decision, he speaks without uttering the words. It is a beautiful scene.
I believe Charlotte didn't take a step forward like Xander did because she needed to leave a space between them. She didn't want to break her promise to Ralph again by kissing Xander. She had regrets for having kissed him earlier. Remember the shame and regrets she mentioned when she told Georgiana about it. She was determined not to repeat it even though she knew she needed to break the engagement. She still felt bound by her promise to Ralph. This is my favorite scene between them. Nothing is said but everything they feel for each other is shared in those gazing eyes and caressing hands.
