Heraclius' family was of Armenian origin, so it is not a mystery from where he drew this idea. But what explains the adoption of the idea by Muhammad in the very same year? The idea that the Mu'minun were originally foederati of the Roman empire is not so far out. Historian Michael Lecker sees the Hijra as occuring under the impetus of Heraclius (to recruit support for Rome, and/or to block Persian influence in Medina).
