Turn 1 didn't Cable use a tactics card that allowed him to only move once? Then he moved twice to block the console?

The tactics cards, sorry if it’s a silly question I’m new to mcp but they look different to the ones I’ve seen! Like full art cards.
Oh those are just normal tactics cards yeah. Full art is on one side and the text of what they do is on the other.
