This is why when the Tidal Wave reached Rin you can hear random truck drivers and civilians screaming and freaking out because all of the demons that they previously didn’t see before are now standing right in front of their faces. To put it simply it’s like a delayed reaction from the Flow of Time surrounding the A.G.G that is desperately trying to catch up with the normal flow of time at a speedy pace.

What Rin is saying here isn’t about wether the Order will think Yukio is dangerous or not, but about what reason the Order will have not execute him on the spot like they almost did with him. Rin had support and backing from a lot of the people at the Cram School as well as even Shura an Upper-First Class Exorcist and even the support of Mephisto an Honorary Knight. How many people are going to vouch for Yukio when he gets taken to Court? Even if they did, how reliable could their testimony be? The Order already is struggling to keep control over one Child of Satan , they’re not going to sacrifice additional resources, Staff, and energy in handling another one. Especially when they know that Yukio isn’t an idiot like his Brother and actually has decent training by the Order’s Standards. They have more to gain by killing off Yukio than they have to gain, and they are not by any stretch willing to go through more strife just to keep another bastard child of the most dangerous demon in the world alive. Rin got lucky with The Order, Yukio won’t.

Yukio is a professional Exorcist, he’s not a student whose on a stay of execution, he’s an actual MEMBER of the Knights of the True Cross who knows their procedures, their rules, their history and all of their ways. Furthermore Rin doesn’t need to get tested because the Order knew he was Half-Demon from the start, they already knew he had the power of the Blue Flames and inherited the power of Satan. You forget that the only reason they were letting him live a normal life was because of Father Fujimoto and the second he died, the Order instantly sent Mephisto to go murder Rin. The Order has always been watching them. Yukio on the other hand has always been tested every Year, by the Order, and has NEVER Shown signs of inheriting his Brother’s Demonic abilities, let alone the Blue Flame. The very FACT that Yukio was tested by the Order yearly and NEVER showed signs of Demonic physiology, yet NOW is showing evidence of inheriting Satan’s powers is PROOF to the Order that their Standardized Test’s and Examinations WERE USELESS!!! The Order Is convinced Now that their previous methods were not at all reliable and will subject Yukio to extreme inhumane conditions and Far More Invasive treatment of his Body and Biology than they EVER did Before in order to figure out what caused this to occur inside him and how his powers managed to slip past their radar for so long…!!! Yukio is living Proof that The Order has been missing something, and if they want to find out what caused the emergence of Yukio’s latent demonic abilities, they will Force Yukio to stay in the Order and comply with their f*cked up Demands.

Order didn't know about Rin and Yukio being still alive because Mephisto made everyone( beside few people that helped with the full thing like Suguro's dad ) think they got killed. You can read it in chapter 119. Beside that the reason why they have last name Okumura is as well because Shiro didn't want them to be connected to him or Yuri( chapter 120 ). Even if we stay in anime part of this series if you read real version of Rin's trial, not butchered one from s1 or small parts they redone in s2 it was literally said that Rin still being alive was a surprise for everyone. Mephisto was hidding that fact till Rin used his flames in fight with Amaimon to the point everyone saw it. Mephisto as well showed up during funeral because that was the plan of what to do after Rin got his powers back, that's what they planned with Shiro. Everything will be explained in next season anyway. Yukio tests as well were mostly normal one and under few people that knew. Last thing, Rin isn't an idiot. It's kind of a point he isn't. It's more that he isn't an exorcist yet and is still learning. Beside he still is seen as a bigger threat, like they didn't even by this point know if Yukio has Satan's powers or not.
