I think it was just due to how they matched the elements, Makoto's persona Orpheus uses fire so Jack Frost's ice goes well with it while Yu's Izanagi uses electric attacks so I guess they used Pyro Jack to cover him on fire elements.

Kinda late for me to answer...but according to wikia, in this movie he get a new persona after defeating the full moon boss, a very different method from the game. The Jack Frost......he get it from the thousand-hand monster which is "Magician" arcana. It could say he get personas based on the bosses' arcana. The others persona other than those 13 arcana written unknown of how he get it. Seems made to skip the social link system since movie kinda...it's like there is no time to input those on movie.

Makoto really is the complete opisite of Yu. Yu used pyro jack as his magicion while Makoto used jack frost.
