no, because very low detail terrain and very low detail textures take up waaayyy less space than you think it does. im pretty sure a single car model has more polygons than half of the scenery shown. where the real file sizes come from are (the amount of) the high quality car models, their textures, the entire map, its high quality props, textures, and its sheer size and so on. just these parts are spesifically modelled in low quality for performance and filesize reasons. not just that but also you dont even look at these things so they are made in lower quality which brings their filesizes down
I heard someone else say this, but I think that these areas past the map border are interpretations of what those areas look like on world maps
