Take your camera everywhere and find something to photograph and practice shooting, i would say is my favourite advice. Also lots of good technical advice from good professionals on UA-cam for techniques on different photography genres
Use only a 50mm lens for one year. Problem was I didn’t have a usable 50 and for years I used a 28mm lens. Finally in 1969 I bought a Leica M 3 with a 50mm lens. Didn’t like it. But in 2005 I bought a used Contax G1 with the fine 45mm lens. Loved it. Still do. I still advise to use a normal lens for one year. Anything from a 40mm to a 55mm. Now I also say use a digital camera it is a far cheaper way to learn.
I'm a beginner and I have a question. How can we read, understand and evaluate a photo? I take a photo and I can't judge if it is just mediocre or it is one that have ability to win a competition (assume that it is well on technical aspect). Sometimes I look at a winner photo of a competition and I don't understand why it win and why it is a good photo. Sometime I read the jury comment of the photo and I just can't connect it to the photo or can't understand why the point they state matter as well. Appreciate your help.
I have $1000 and a Canon SL2 but I desire to upgrade my gear to a canon mirrorless for photography and videography; because I want to be serious and be more professional. Please what is your advice?
Best would be the purpose of photography in the first place, a message. What are you trying to say with your photo? If it has no message, it's a snapshot. Also the triangle Aperture, Shutter Speed, ISO, as well as Rule of Thirds. :)

don't concentrate on gear - look for/at light first and foremost Find that great light then practice shooting it with whatever gear you have
