What about the voltage,it's regulated by the charger or what will be the terminal voltage of the charger .

i have a 48v 31.2 ah lithium ion battery. the manufacturer said it has 3c discharge current and it can give maximum current output of 93 amps. can it be true?

3c discharge is common. 3c = 3 x capacity = 3*31.2 = 93.6A. If manufacturer is reputable, I would trust the rating.
