Man Nexon really need to group your accounts into a special label, like "Exempted Content Creator accounts" or "Official Nexon accounts" or something. Other companies already provide official accounts to foreign content creators, pro players, play testers, etc so they can see and test the latest update, then translate said update to their own native language for the game's overseas players to hype about. It's part and parcel of advertisement.
They can't even blame this on the RRN law since Korean gaming companies were the ones who created these accounts due to that law and got approval from the regulators(mainly thanks to Riot and League's influence as the 2nd National Game of Korea)

nexon whitelisted his account or lifted his IP from getting blocked because he provided legal documents to proof the legitimacy of his account

before the ip ban, steve can play without using a vpn, in fact, you can play kms as long as you are able to create an account.
after the ip ban, they thought they had issues logging on to the game (due to the ip ban that they didn't know), so they tried using vpn and it helped them to log on, but using a vpn will get you banned on kms, so on 18th they got banned for using vpn
