If you are using Google Colab then yes.. everytime the runtime interrupts or restarts you have to download again the dataset.. The reason is that in Google Colab you have a limited storage during runtime… an alternative is that you could connect colab to your Google Drive and download the dataset there and read it directly from there.. this way every time google colab restarts or interrupts you just need to connect to Google Drive and the dataset will be saved.
