My puppy won't lift his back legs onto the steps. Even tried something half the size. He won't. He surprised me one day he ran up the steps but then he went back to not wanting to go up
Have you had him for a while? If so, I would focus on creating as many good things upstairs as you can to convince him to go up. One good option is you could try feeding him breakfast by splitting up the kibble and putting some on each step. Then hang out upstairs sitting on the floor and see what he does on his own. Give that a try and let us know how it goes.
I have tried everything and I'm still working on it but he's getting quite heavy on me he just jumped up on my bed this morning but he's not allowed on my furniture so I know he can do it but it seems to be a fear he has
Another option is to skip his breakfast one morning and then take pieces of something really good (chunks of chicken) and place two on each step. Then sit at the top the of the steps yourself and read a book or return emails. Most dogs will overcome their fear on their own given enough time and enough motivation (food and you at the top of the steps).

How old is your pup and what breed is he?
@SuburbanK9DogTraining he is 7 months we don't know his offical bread he's a rescue dog. We expect corgi/jindo mix
