In 3rd year of UA everyone begins to turn 18 and they swore that on the last person's birthday, when everyone is 18 and legally aloud to drink (dunno abt japan but its like that here in europe) they would all have a full blown party and get drunk. The last person was Mina.

I headcannon that One For All takes up so much energy with its power that Deku's metabolism is insane and he has to eat like 10 pounds of food a day, so he burns through the alcohol like captain america and cat get drunk (also he is good boi so no drank)
