    You can actually add a NAT DiA route on service VPN which points to VPN 0 and redistribute it to OSPF

    You are confusing what Buffer percent and BW percent means , it's definitely not the same, the buffer ratio is how much of the buffer you want to allocate to that particular queue (interface buffers) , while the BW percent controls how fast the traffic leaves that queue/buffer.
    Your buffer ratio should be higher on the most amount of traffic expected while the BW ratio should be higher on the most critical of that traffic
