And ... Wouldn't vinegar work for taking the shine off. I did see a youtube video where you could remove the shiny from magazine pages ... but I don't remember where.
You could also try a layer (or two) of gesso over the pages which should help the materials/paint to stick.

Great spread! I love the way you build up the layers
To removed the shiny part more easily, sand it. Using a sanding block, Emory board or sand paper. Just something to roughen up the base.
The tissue paper makes the surface porous. Giving it something to grab onto. Similar to sanding.

I paint my pages with semi gloss royal paint primer ... which gives it this incredible pearly look.

Use a damp cloth to lift the edges. Just wipe with a clean damp cloth and give it a few mins.
... though you still have to peel and peel.
