Flame Man was based on an oil sultan and he ignited his oil to fight with.
Like all MM6 bosses he was based on an ethnic icon.

See, this kind of stuff is why I love the MegaMan series. It makes me wish I had played more Classic when I was a kid. I can kinda see why they changed his EXE design, then, given that his operator clearly isn't from the EXE proxy for Arabia.
