Regarding your closet... try using tension rods to add more hanging space! You could add one from the existing shelf to the wall AND you could put a higher one above that from wall to wall for things that you don't use that often!

You can add a shower rod to pretend your hanging space. And add stackable boxes for shoes/ other items. You can also add hooks for purses
I use the elfa closet system from the container store.. I also live in a rental, and don’t want to invest in something too expensive. So the elfa works great, because you can buy freestanding units (or they can be on wheels) and they hold so much, and with the different drawer sizes and inserts it’s so easy to organise

Living in a NYC studio I definitely utilize switching out my wardrobes seasonally or else I wouldn't have enough space! I have those storage tubs that you were talking about and I also use my suitcases as storage as well! I forgot about storage bags (Used them in college) but might consider using those again to help create more space!
I use under the bed storage for my off season clothes and it works really well
