The location this happens is a map in the game and is also the place where Hanzo tried to kill Genji. The game it self is multiplayer only so there is little story to be found in the game other then symbolism and dialogue between the characters. The dialogue means little sadly unless you already know the backstory which so far is only in comics, their website and these short stories.
I think the reason Hanzo aimed the arrow at genji in the end, is because he was a robot, Hanzo hates robots. If you noticed the only guard he kills was the robot.

back when the game came out, what happened was everybody was playing and learning the moves and people would learn Hanzo's ultimate and see the dragon attack and hear him say that phrase - and then this video short comes out. Hanzo losing to Genji in this fight until finally he has to pull out his ultimate attack - at that moment when he uttered that spell to call out the dragons, every gamer watching spits out their drinks and loses their minds because they already know that attack "Ryuu ga waka teki wo Kurau!" - that moment truly was unbelievable seeing that ultimate attack come to life on screen!

If I had known that this game had content like this, I´d have gotten it, for sure. The drawing-style story of the dragon brothers, the voice of Cary-Hiroyuki Tagawa (narrator) and the AWESOME musical score was what made this SO emotional. It´s 2018 and I just got the game (black friday sale).

But unbeknownst to him, Genji lived having been saved by the genius doctor Mercy (another playable character), and this cinematic is the story of their reunion. Genji is actually sent to assassinate his brother who is currently a neutral party in the oncoming conflict that threatens to destroy the fragile peace that exists after the Omnic Crisis that almost wiped out humanity. The creators of the short left the ending ambiguous intentionally so that viewers could decide what Hanzo ultimately chooses to do- whether he sides with Overwatch to protect the peace that exists or whether he chooses to once again take up arms against his brother and help plunge the world back into war. Shit’s nutty.
