Last I checked 15 or so years ago it had completely washed away 7 times blocking up the river and causing more flooding and road wash outs while also sending debris up and down the beach. The clean up and repair costs a ton and the Government pays to have it rebuilt the same over and over. Half the houses in Malibu are built in completely ridiculous areas and are major drains of public money.

They try to buy us out but because we live in homes everyone in the home has to agree to sell their home if one person say no the government can’t do anything. I’m currently stuck in this situation With no way out in the front of my house I have a big crack in my foundation. I have complaint to the township, but nothing has been done. I have lived here since 1999 and my home has flooded seven times. Is there anything I can do? When I moved in his house in 1999 I was told that the house did flooded 30 years ago and since then nothing two weeks after I moved in the house, we had a flood insurance company treated us like we caused the flood.

The big point is, we need to get those people to higher ground. I would be open to a clause to have them rebuild in a much more flood resistant manner, e.g., on stilts. That should eliminate much of the problem, and losses would decrease. I am not open to just paying them off and allowing them to rebuild the same disaster prone house again and again and again and...

Anyway… yeh, a lot of reforms are needed both in where we’re building homes due to risk and insurance as a whole.

We've seen some considerable flooding problems here in Canada in recent years as well, with some unexpected bits of it last year in the Ottawa area. There's a river nearby sure, but in this case it was caused by a massive amount of rain falling in a short period of time. People are too stupid to even see that as a problem until it actually hits them. It took months for a lot of people to finally manage to clean up, if at all, from that one incident. Less green spaces are only going to make this shit more frequent and worse, but again nobody cares till it's an issue...
