To everyone complaining as to why a plastic tarp was put over a stadium in a place like Florida it's because it is a lot cheaper to do so and just replace the plastic tarps from time to time rather than build a very expensive roof.
My hypothesis is that the material was likely degraded faster than anticipated because of higher UV radiation and higher than normal temperatures this year. If I’m not mistaken that stuff was supposed to be rated for 200mhp winds. Even a slight tear or weak spot would have easily given way under those conditions last night. Then it all falls like dominoes.

It was not used as a shelter. It was being used as a staging area for first responders. As far as your assumption as to the mental capacity of the local leaders, they said it couldn't and wouldent be used as a shelter. @d.b.cooper1
My brother and his wife rode out the storm, which thankfully wasn't as bad as they predicted. They don't live near the coast and they have a concrete house, so they felt safe. I was more worried than they were. But those tornadoes are scary!!
On the bright side, I guess they just have to put a tarp on that tarp and dry out the beds and the field, and get to work. But yeah it wasn't the best idea. but knowing that area, hard to think of a structure of that size that could have been set up to fit 10000 people on short notice.

Whoever planned that stadium with the plastic roof as a shelter or sleeping area for first responders or whatever they were going to use it for was a genius 🤦♂️
The rooftop being made out of something that can tear away in small pieces is possibly the only reason why the armature of the roof armature is still intact. How dangerous it would it be if there were thousands of solid sheets of metal or even fiberglass flying away at 100+ mph. A dome that massive size, even with a metal roof would be unlikely to withstand hurricanes or tornadoes with that kind of moving power and then you’d have deadly debris falling into the stadium and even worse launching into surrounding buildings and homes. As for being used as a first responder shelter.. probably not the best idea..suppose it was worth a shot, though a long one with that type of roof. At the very least it was an ok place to store 8,000 cots.
That roof can be replaced in a month. That's why they built it with a cost effective "break away" roof. It's way cheaper to replace it than it would be to repair a traditional dome.
