everyone knows about the one piece, it's location is suspected by some to be on a hidden island at the end of the grandline, and at least one living person knows where and what it is.
looking for it makes you a pirate. finding it makes you the king of the pirates, effectively the king of the seas, and one piece's world is mostly ocean.
the government naturally doesn't want competition, so they kill anyone who gets close to finding the one piece, resulting in the yonko, or four emperors. the yonko are four pirates who are so strong the government can't kill them, and they're the closest to finding the one piece.
