Net inertia works on the second scale, while spinning reserve works on the minute scale. They are not the same.

I think that there is a problem with the bicycle example. Loosing a load does not lead to the bike accelerating (unless the biker throws it backwards)
Simple experiment (if you dare) : jump from your bike and see if your bike accelerates. I doubt it!
