Pros will often use a combination of both for one scene. The same goes for integrating assets from both 2D and 3D elements into traditional animation. I recommend learning traditional frame-by-frame animation to better your skills and understanding of animation as well as achieving a preferred organic look, but some things are more practical to use vector animation for. Most softwares are either vector (Adobe Animate) or raster (Krita (FREE!) and Clip Studio Paint EX), but some allow a mix of both (OpenToonz). I really enjoy HarishLohar's tutorial here that is utilizing the integration of Blender as a compositing tool. This opens up a lot of possibilities for animating in multiple softwares to import and compile in Blender.
Thanks. Did you import face as a plane and then apply texture to it which can be changed with image sequencer? thanks for the video. I wish you explained why part more. You showed only how part. I scratched my head for 4 hrs to figure out why parts. :)

yes i imported all the faces as a image sequence :)
when I select all and press 'x', it only shows 'Delete'. There is no 'Limited Dissolve'!!
Check that you are in edit mode
