Brushed cotton flannel, the bottom layer is cotton with a layer of polyurethane laminate. Details here: shop.ecofemme.org/myo-stitching-kit-vibrant.html

Amazon or a fabric store. Commonly referred to as PUL.
However, you do not NEED this layer, but it helps to "water proof" the pads. Think of cloth baby diapers & rubber pants (or the modern ones... they are made with PUL).
Fleece backing can aid in dryness. As well as just having enough absorbent material in the "fill layer".
There are plenty of lists out there which can offer good fabric options for the different layers. There is no hard and fast rule about what each layer must be.
I could honestly make an entire pad with cotton flannel. Or by repurposing a cloth baby diaper. But...we tend to want to make things a bit nicer & more complicated sometimes. Ha ha ha

I completely agree with you! For sewing pads by hand, Precious Stars Pads has a great video, I think it's called 'pocket money pads'. Most people will have materials in their homes for making cloth pads, like a wash cloth and an unused pillowcase or bed sheet and upcycling materials is a great way to try out different pad shapes, lengths and absorbencies.
Also, if you haven't found them yet, the videos by Amy Nix are great! She made a few about making a pattern and more about sewing pads from new or upcycled materials.
The videos by Corky Lorenz are also great and have clear explanation and detail.
For free patterns and clear instructions with pictures try Luna Wolf pads: lunawolf.co.uk/wordpress/ you can download the patterns and instructions in A4 or Letter format on the right side of the page.
      Hope this helps!
