Full Rotation Explanation: fight starts:
Parry the opponent, Doc ock will apply a heal block on the opponent. Now, you have to throw a heavy attack to remove this (breakthrough) effect. When the opponent is knocked down, Draining degen hack will apply a power drain debuff on the opponent. Now, you have to hit the opponent without parrying.
Doc ock will apply a power drain (breakthrough) debuff on the opponent. (Hitting on the opponent's block can also apply this power drain debuff) While both power drain debuffs are active, whenever you land an attack on the opponent, it'll apply a degeneration on the opponent. If a Relic is attached to your champion.
It'll apply 2 degenerations to the opponent. Thing, Kate Bishop and Viv Vision, etc. fights are the practical examples of this detail.
In the case of any power gain champions, abilities, or nodes like Havok, Hyperion, Power gain, Power flood, Passive power gain abilities, Pilfer, and Conflictor. etc
At the start of the fight, when you do parry and heavy. To apply & remove the heal block (breakthrough) effect. If the opponent is gaining any power from the abilities mentioned above. It'll trigger Doc Ock's power drain (breakthrough) debuff automatically.
So, instead of gaining power, the defender will consistently lose power from the power drain debuffs.
This is how doc ock automatically applies tons of degeneration debuffs.
Havok, KM, and Hyperion, etc. fights are practical examples of this detail.

Q: Is high sig level required?
A: No, Sig 20 is enough.

I've been taking Iron Doom, Galan, CGR/Herc, making a herald, swapping Galan for Odin, giving Odin's top 2 pre fights to Iron Doom, n the 3rd to the Herald, n swapping Odin for Dr Doom. N no matter how good the Herald is, Iron Doom is the one taking everyone out. Now we need a God Doom whi is cosmic n we can have a Doom army that covers all.

Ya I've been doing something very similar Doc Oc has always been one of my favorites even with out this cheese. But unfortunately I'm pretty sure they fixed incursions so now you like rarely ever get that draining degen hack. It's very annoying now
Hyperion with constant heavies and sp1s quick melts.
Doom is best , parry medium heavy, Parry medium heavy repeat and keep putting degen

It seems they’re working on fixing it. I got Doc Oc duped, entered and got the degen node, went for KM. Parry, heavy, then first contact freezes the game. I tried intercept, parry and hit after block, game froze every time and had to exit.
Can this be done to cheese sector 6 to zone 25
