i think you make the model blur than add another model than swing the model down while deleting the other one than add the effect than wait till the part where the effect blocks the whole model than delete the model and let the effect do the rest by is self
if i got it wrong is fine

Well I added blur to the model ( motion blur bdw ) and yeah you could also do a dash stk with blur ( the one in the vid ) and it will give u the effect
