Resin (Epoxy or UV), of you have UV resin you'll need a UV lamp or a place with lots of sun exposure, glitters, mica powder, alcohol inks, Silicone molds, and anything else you'd want to put inside resin. Dried flowers, photos, ashes, all that stuff. But the main things you need is Resin and Molds. That's it.
I mean, resin is pretty expensive. And same goes for the mica powders they used to color it. Dried flowers and glow in the dark pigment are also a bit pricey. So unless you already have that you'll be spending quite a bit.
