He blamed me (at least he got that part of Overwatch down right?) and played alone for a week. This was months ago and hes still hardstuck bronze 5 while im on my way out of silver.

As far as the Pharah not switching, your underestimate how low elo players refuse to switch characters under any circumstance. Just the fact that they didn't switch when they were getting shot down constantly with or without knowing if the Solider was cheating or not shows it

I have some low rank friends who legit might swap TO Pharah vs double hitscan just because they're trying to throw anything at the wall to see what sticks, and aren't giving the enemies a proper amount of respect. Low rank players are often familiar with counters (at least the most obvious ones), but act like they're the exception to getting countered I guess.

Overwatch being non-mechanical to some extent really shows itself in the fact that I’m a gold DPS. I can’t hit a damn thing but my understanding of how to apply pressure and punish certain things lets me pull my weight. Over time my aim has improved, but there are times where I’m amazed at the aim of an opponent and wonder how they’re gold.
On the first game, side chatter: It's weird when the games of Lucio/Mercy actually work really well. I love playing Lucio, generally play him in QP just so I can have fun, but sometimes it works out and you're just sitting there like, "Yeah, fuck the meta". Feels good moments

In some cases its obvious ofc but do they have some specific tool to see if that person has some program for cheats or do they analyze it just by watching the game and deciding if its a cheater or not?
I dont know how blizzard handles this issue exactly, but if the anti-cheat software doesn't detect third party software, its usually an employee who will review collected meta data or the games footage, if someone gets reported.
