The OPA was created in the 1940's during World Wr two as the "Office of Price Administration [and Consumer Supply]" as a means to prevent suppliers from raising prices too high, and to ration scarce things like gasoline, and meat. The wolf is sneaking around because he is not supposed to have meat. But he supposedly has some in his safe and he doesn't want anyone to see him get it. But it is just a bone and even when he dips it in the water for himself, rhe mice steal it before he gets a chance to eat / drink it. Rationing was a real thing during WWII, and I experienced gasoline rationing of sorts circa 1977, but i dont recall a time since then that any rationing in the USA has occurred. 🤔
