That one part is actually a bass solo, not guitar. It reminds me of the first part in For Whom The Bell Tolls when you think it's a guitar but it's actually the amazing bassist.

Tool is my all time favorite band - this is one of their most accessible songs (easiest to catch the beat) - when it comes to odd meters/time signatures, there are quite a few crazy choices. He could be talking about that, but I interpreted the song as him using the title "the pot" from the common saying the pot calling the kettle black, based on hypocrisy. I've seen as well that it most likely is calling led zeppelin hypocrites for some of their past, I'd really recommend looking into it, there are so many references to them that it almost unequivocally has to be about that.
I'm not sure. That seems like it would be kind of weird considering they played a cover of no quarter by led zeppelin, and it was on salival I believe, a live track. Which would mean they played it live at some point (I'm honestly not sure how many times). I had the impression that a band covering another bands song is usually taken as them paying homage to the band they're covering. Especially if they play it at their own shows.

Good place to start for people who aren't familiar but far from their best. If you play it TOOL ARMY WILL COME! TOOL does not have a bad song.
