Technically it's not a patter song but America is a hard song to sing, it has a lot of lyrics, complex rhythm and is usually accompanied by heavy choreography so it's up there with some patter songs for performance complexity

No. Patter singing is where you sing more or less one note per syllable. So it tends to be quite fast and rhythmic. Unlike melismatic singing where one syllable is spread over many notes as in;
Glooooooooooooooooooooooria hosanna in excelsis. :-)
So I would class 'America' as quasi patter song yes.

One note per syllable is called “syllabic”. That’s not what makes it a patter song.
What makes something a patter song is the syllabic melody plus the rhythmic patterns in the fastest of tempos.
