all the bones are shaking or the position bone?
Because is depends of the program/version are you using those are unstable some times when u extract the motion
That happened me one time when I extract the motion of splatoon
My metod in this case is "fbx (extractor) -> smd (noesis) -> bvh (blender) -> vmd (blender)", if it works for you
