Star Trek Adventures : USS Navis - Episode 42 : Ends & Means, Part 2

The conference on Tolen IV between those seeking to leave the Federation and those who want to stay has been attacked. Thankfully the crew of the Navis managed to prevent anyone from being injured, and even captured the apparent guilty party. But interrogation of the suspect reveals he was actually put up to it by someone else. The Navis crew now have to figure out who had motive to make sure the conference failed and plunge the Tolen people into civil war? This episode is based on "Ends and Means" by Modiphius.
