Yes seems those are original bolts each seat has 3X13s & 1X star. The star bolts under covers against the center console. Im just going to re cover my frames. Good Luck!
Yazlyn, did you get a reply? I was having the same issue. Turns out the previous owner unhooked the cable. I reached under the seat and lifted (or pushed down? a small pedal) near the center console and then pulled the seat with the strap and it rolled forward.

My jeep also has 1 tork and 1 13 on that seat. It come from factory with 2 different screws. IDK why
How did you remove the driver seat it doesn't push forward enough to reach those back 2 bolts covered by the plastic flaps.
