DPS will always get powercrept. So far, I haven't seen someone that has eclipsed Skalter yet, while you could say the upcoming Typhon is a better and cheaper area burst than Chen. You could also easily borrow a burst DPS as a Xmas tree ornament, but having your own Skalter support is akin to owning your own tree. 1 is easier to deal with than the other imo. Although, has an owner of both, I've dropped Skalter often due to squad size limit. She absolutely bumps low DMG high ASPD Ops like Exu up several tiers, but isn't really game breaking if used with already high ATK staple Ops like Thorns, Eyja, Mlynar, Ifrit, etc. Although, her 3 types of skills makes her super versatile, as her S1 is a huge heal dump/damage mitigario, her S2 is an amazing buff and drop it and forget it skill, ans her S3 is an integral part of the Buff Army for a Death Squad.

There are 4 limited banners per year, every 3 months. There are 3 flavors of limited banners: Lunar New Year (1x, August), Summer (1x Jan), and the rest (2x, May & Nov). Limited Ops never enter the standard Ops pool. The only way to get them will be to roll or spark for them during their respective flavor of limited banners. Example, Chen Alter is from the Summer banner. For the other 49 weeks of the year, she's unobtainable. During the Summer banner, she is. Past limited Operators are pullable in the off-banner pool (30% when pulling a 6*), but have 5x the weight. The chance of a 6* being Chen is provided in the video. Aside from such a chance, the only way to obtain a past limited Op is to pull 300 times in 1 single banner then use the 300 tokens to buy said Op in the limited shop.
You shouldn't skip limited banners, at least go for the first 6* .... However if there's one to skip it's Eyja alter. She is amazing and all, but she is a healer after all.
You can wait for his standard banner (or save certs for when he comes to shop, which will be for a pretty long time), honestly do not recommend pulling the JB
